Costs of Targeting While targeting is beneficial in that it increases the efficiency of poverty and social programs, it also has costs. Broadly, there are three kinds of costs: administrative, incentive and political. Only by assessing the costs and benefits of each targeting mechanism is it possible to determine the targeting outcome for which it is best to aim. Administrative Costs Targeting requires some mechanism to distinguish between the poor, so that they can be given a benefit, and the nonpoor, so that they can be prevented from getting the benefit.
They result from changing the implicit prices and rewards faced by households or individuals and, therefore, their economic behavior. 1 Some of these changes will be positive for the economy, and some negative. This study does not attempt to quantify incentive costs for all the programs reviewed here. Rather, this section is designed as a brief sketch of the issue so that the reader will be aware of the ''forest" that surrounds the "trees" that will be studied in detail.
